MONTEREY BOARD OF HEALTH MEETING MINUTES

Date:  April 27, 2009
Present:  John Makuc, Stephen Enoch and Peter Kolodziej

The meeting began at 3:30pm
1.  The meeting scheduled for today from 4:00 – 4:30 with the Select Board, ACO and Police Chief has been rescheduled until May 4 from 4:15-4:45pm.
2.  The Board wrote a letter to Marc White of Kutsher’s Sports Academy to remind him of the documents still needed for several open permits he has.
3.  The Board reviewed 2 beaver removal applications submitted by the Highway Department for the Town.  It was agreed that these do not need to be submitted as Maynard has a blanket approval from the Board to remove/trap beavers for the town.
4.  The Board signed the FY10 contract for services provided through the Berkshire Visiting Nurse Association.
5.  The Board participated in a conference call (3:30-4:30pm) through the Berkshire County Board of Health Association regarding the swine flu.  There have been no confirmed cases in New England as of right now.  Anyone with questions should go to www.mass.gov/dph and click on the swine flu icon.
6.  The minutes from April 6th were approved as written.
7.  The Board discussed the septic that was installed without the proper permitting at 16 Hebert’s Cove.  The installer was sent a letter and fine which has been paid.  The missing information that was holding up the permit has since been satisfied.  The Board also discussed the need for the Hebert’s Cove Homeowner’s Association to perform a title 5 inspection of the shared system there with results provided to DEP and the Board prior to Mr. Levy being able to receive a certificate of compliance.  P. Kolodziej has spoken with Dan Moriarity who is on the association and he has been assured that this will be taken care of.  P. Kolodziej has confirmed that there isn’t any increased flow.
8.  Peter is trying to set up a meeting with DEP to make sure that the Board and DEP are all on the same page prior to any permits being issued to Kutsher’s.  Peter also mentioned that he received a copy of a letter sent to the camp from the food service person indicating that he hasn’t been paid for services; Peter stated that the Board has no jurisdiction over that matter.  It was confirmed that the water supply has not been certified to date; the fine KSA received from DEP was for exceeding their gallons per day.  The Board has also not received DEP’s official approval on the easement for their shared septic system.  The Board agreed that if projects aren’t done or have not been completed a permit will not be issued to operate the camp.  
9.  Peter informed the Board that Camp Half Moon has their new water supply in; he’s not sure if it’s all been tied in yet or not.
10.  The new camp bylaws that were passed at the special town meeting in April were discussed.  The Board agreed that they are going to need to set some policies and procedures for this.  There cannot be a “blanket permit” issued; applications for each camp, use/activity will need to be applied for separately as there are other factors such as food service, CORI checks for staff, etc that will change for each use.
